Actually, this is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under the Recognition of Prior Learning (RPL).
The Government has allocated a budget of Rs. 12000 Crore towards the next phase of the scheme. It highlights the importance and priority the Government is giving to resource mobilization for the success of the Skill India Mission. This will further augment the Country’s position in becoming the Skill Capital of the World.
To ensure wide and equitable coverage, the scheme has special provisions for residential training for special candidates. The list includes People with Disability (PWD), North Eastern Region(NER), Kashmir & Keh region, Andaman, Nicobar, Lakshadweep, and Left Wing Extremism (LWE) affected areas.
The Govt. will establish Pradhan Mantri Kaushal Kendra (Model Skills Centres) in each district of the country to ensure inclusiveness and to make skill development more aspirational.
The addition of a residential training component to PMKVY will encourage enrollment, participation, and completion of training. Also, it will give much-needed support to special areas and groups.
PMKVY Franchise – Features
If you have already a training center, you can apply for the affiliation of the PMKVY franchise. All the centers including private training partners, corporate and Government affiliated will need to go through the Central Accreditation and Affiliation process as defined by the guidelines to avail the Franchisee. Any exception in the Centre Accreditation and Affiliation would be processed depending on various cases. Different cases would have a different approaches by the committee.
However, the committee may consider any exception or take different approaches in the Centre Accreditation and Affiliation process depending on various cases.
As an affiliated training center, you have to pay a Registration Fee of Rs. 12000. Additionally, you have to pay an annual monitoring fee of Rs. 8000. Basically, the fee is to monitor the activities of the training centers. Training Centers will also have to pay an Affiliation fee of Rs. 1000 for each job role. Actually, the training center will get affiliation according to the job roles.

PMKVY Franchise – Training Center
You have to design the training center to deliver PMKVY (Pradhan Mantri Kaushal Vikas Yojana) with a dedicated team. Training centers can provide government-sponsored programs with guidelines pertaining to respective authorities.
However, according to the policy, the PMKVY Franchisee will get less priority. And these franchisees, according to their performance will either be converted to a dedicated training center or be phased out. First level franchisees can work under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Scheme. A suitable amount of due diligence is required between the PMKVY franchisee and franchisor. In addition, there must be a legal agreement to govern all franchisees and franchisors.
NSDC shall not interfere in operational disputes between franchisee and franchisor. After a specific duration of time, you have to close the franchise outlet. Because the scheme will not promote Training Centers to carry out other business operations using the resources provided by the PMKVY (Pradhan Mantri Kaushal Vikas Yojana) further.

The training center will have to ensure attendance and will be assessed at all times. Students who do not have a bank account will be provided a Jan Dhan account with the help of the Training Centers associated with the PMKVY (Pradhan Mantri Kaushal Vikas Yojana) Scheme.
